On the stage of the Opera House, before a. large audience of citizens on January 3, Mr S. W. Smith, Minister of Internal Affairs, declares Gisborne a city after reading the formal proclamation. With him is the Mayor of Gisborne, Mr H. H. Barker. The ceremony was held during a concert presented by local artists.
