The improbability of flooding in the East Coast town of Tokomaru Bay was quickly dispelled one day last month, when a cloudburst in the hills overflowed already swollen streams. The main highway was over-run for a considerable length, also low-lying Arthur Street to a depth that penetrated above the floor boards in some houses. On one day, four inches of rain fell in three hours causing even more widespread inundations.
