The old Union Steam Ship Co. passenger ferry "Penguin" is shown here negotiating French Pass. A disastrous end lay in store for the 824-ton ferry, which was used on the Picton-Wellington run. In 1909, she foundered on Tom's Rock, in Cook Strait, and 75 of the 105 people on board were drowned. The skipper on that fateful voyage was Captain F. E. Naylor
Queen's Gardens have not changed radically from when this photograph was taken, but the old landmark in the background has gone. The old provincial building was demolished three years ago.
